My uncle works long shifts, and even he says it's hard to stay fully alert after hours of nonstop talking, especially if it's just budgeting numbers and procedural stuff. I read that Moore actually missed fewer votes than most other congressmen this year—he only skipped 1 out of 124 roll call votes, which is crazy impressive compared to others. That tells me he's probably working really hard and just caught a moment where his energy dropped for a second. I know from sitting through long classes or meetings that even the best of us zone out.
