From what I've seen, the way President Tinubu picks people for those major federal agencies jobs is kind of a mix between knowing the right people and also listening to the noise coming from different groups. There's supposed to be a process that focuses on the person's background and how much they know about the work, but let’s be honest—politics plays a huge part. People who helped Tinubu win or have real connections are usually the ones getting the calls for these jobs. At the same time, he has to be careful to spread the jobs around different parts of the country so nobody feels left out.
I remember people online making jokes about how everybody suddenly becomes your cousin when you're president because everyone wants a job! But seriously, there is a real expectation from Nigerians that the president has to use the federal character rules—that's like a law to make sure every region gets some love. Even Senator Ndume called out Tinubu for not including the North enough at first, so the president had to fix that quickly. So yeah, it's a mix of qualifications, political favors, and a little bit of damage control if people start complaining too loudly.
