Bawa was actually the lead investigator back in 2012 when the whole fuel subsidy thing got super sketchy. He talks about really wild tactics like ghost importing, where companies claimed they shipped fuel but it never even reached Nigeria, and over-invoicing, which is just jacking up the numbers to get more cash. There was straight-up document forgery too, with bills and cargo papers faked to make it all seem real.
